Centralized Admission Systems: The Norwegian Model in a Nutshell

Session Information

The Norwegian Directorate of Higher Education and Skills manages a unique centralized admission system for all public and some private higher education institutions in Norway. This system simplifies the process for everyone involved, allowing applicants to apply to up to 10 institutions in a single application. An admissions office processes applications at one of the chosen institutions. Once assessed-automatically or manually-they go through a digital selection process based on secondary school results, with offers published simultaneously in the application portal. A key system feature is electronic diplomas from Norwegian secondary school graduates, enabling automatic GPA calculation and minimizing manual processing of foreign credentials and additional documents. Another distinguishing feature is the trust-based approach to assessing applications between the institutions. Celebrating its 30th anniversary in 2024, the joint admission system has significantly reduced administrative work, ensured consistency, and enhanced transparency. This presentation will also outline our principles for evaluating foreign credentials within a centralized framework, ensuring all applicants, whether local or international, are assessed fairly using clear and objective guidelines.
